Blair agrees to part-elected House of Lords
Reform of the House of Lords will see at least some peers elected rather than appointed, the prime minister has conceded.
Until now, Tony Blair has opposed the creation of a hybrid second chamber.
But bowing to increasing pressure, Blair said he will guarantee a free vote on reform early in the new parliament.
The Labour manifesto will promise a vote on the abolition of the remaining hereditary peers and tighter definition of the Lords' powers to delay legislation.
