Labour anti-drugs initiative 'failing'
The launch of Labour's crime manifesto was overshadowed on Thursday by a report showing that a key government anti-drugs initiative is failing.
The Commons public accounts committee said only 28 per cent of offenders who receive a drug treatment and testing order - introduced seven years ago to get drug-using offenders to give up their addiction - actually complete them.
