The Cabinet secretary, Sir Andrew Turnbull, is to examine how terrorists attract middle-class British Muslims.

The move comes after Saajid Badat from Gloucester admitted plotting to blow up a packed passenger plane in midair with an explosive device hidden in his shoe.
