NHS hospitals and schools should be run on a "profit" basis to deliver improvements to patients and pupils, John Hutton has said.

Writing in a pamphlet for the Social Market Foundation, the health minister said the government should end the practice of redistributing surpluses from successful hospitals and schools to those that need more cash.
