The Cabinet Office has warned other departments not to sacrifice job opportunities or services for ethnic minorities, disabled people or women as part of the government's efficiency drive, a National Audit Office report has revealed.

The guidance comes as the NAO said Whitehall's top levels were still failing to reflect society.
