New proposal for Lords reform

Robin Cook and Kenneth Clarke have drawn up new plans for reform of the House of Lords.

With the support of colleagues including former Conservative transport secretary Sir George Young and senior Labour MP Tony Wright, they have proposed a second chamber with 70 per cent of its members elected.

Claiming 90 per cent of the public wanted an elected second chamber, Clarke said the cross-party plan would give reform "unstoppable momentum".
