Ofsted, the education watchdog, has reported that children with special educational needs are not benefiting from the government's policy of inclusion in many schools.

Phil Willis, the Liberal Democrat education spokesman and a former headteacher, said: "Teachers face a daily battle to include children with disabilities and learning and behaviour problems, without having the resources or the specialist skills to deal with increasingly demanding children."
