The Higher Education Funding Council has warned that government targets on student admissions to unversity could breach the Human Rights Act.

The claim was heard at the Headmasters' and Headmistresses' Council yesterday, which is resisting calls for greater numbers of state school pupils to be admitted to elite institutions.
