Ken Livingstone made clear yesterday that he intends to press ahead with a "logical" extenstion of his pioneering congestion charge policy into Kensington and Chelsea.

The London mayor indicated that only funding problems, rather than political opposition, stand in the way of setting a date for the controversial move.
