A leading adviser to the prime minister has highlighted the need to balance national targets with local requirements.

Dr Wendy Thomson, Cabinet Office adviser on public service reform, said the flexibility to meet both requirements was necessary.

"That is the art of public service management...to reconcile the wider national requirements with local demand," she said yesterday.
