Only Gordon Brown and Jack Straw have actually read the full text of the EU constitution, according to an investigation by the Times.

Most ministers have been briefed but not read the full 300 pages, says the paper.

The chancellor, on the other hand, has "read it, and has read the subsequent versions, amendments... everything else," according to one of his advisers.
