The RMT union has announced it is to ballot its members on strike action.

The move could lead to the virtual shutdown of the rail network.

The strike threat comes as key workers across three government departments also staged a walkout over pay and pensions.

Public and Commercial Services Union members promised "severe disruption" to services as they began the two-day stoppage yesterday.
