Labour appears set to back a reduction in the voting age to 16 if it is recommended by the Electoral Commission next week.

The move is expected to form the centrepiece of a manifesto which will pledge to reconnect politics with the people.

Meanwhile the Tories have threatened to block any government moves to reduce the delaying powers of the House of Lords.
