Government accused of alcohol inconsistency

The government has been accused of sending out a mixed message on drinking after it issued new guidance for 24-hour drinking just days after releasing a new strategy to combat alcohol related offending.

Culture secretary Tessa Jowell was accused of creating "delay and confusion" over moves to liberalise the licensing laws in England and Wales.
