Welsh Labour concerns over assembly powers
Splits have emerged among Welsh Labour politicians over the powers of the Welsh National Assembly.
More than half of Welsh Labour backbenchers wrote to secretary of state Peter Hain last month, arguing that a referendum would be needed before extra powers were given to the assembly.
The Richard Commission, which has been examining this issue, is expected to report at the end of the month.
