The government is to ensure that council tax increases are kept to between three and four per cent next year.

Next year’s council tax bills will arrive in people's homes shortly before the expected election date of May 5.

Deputy prime minister John Prescott will announce soon that up to ten high-spending local authorities will have their council tax increases capped.
