The government has commissioned plans for the implementation of a local income tax being introduced alongside council tax.

Local government minister Nick Raynsford agreed that further detailed work was needed on its introduction.

Meanwhile, the chancellor has been accused of putting pressure on councils to keep tax increases low until after the next general election.
