'No change' in out of town policy
Ministers have denied a change in policy regarding out of town shopping centres, after the wording of guidelines was subtley changed.
Changes included urging councils to consider "any genuine difficulties in operating the applicant's business model from the sequentially preferable site".
The Campaign to Protect Rural England argued that such a change would create loopholes, placing retailer's plans over other considerations.
