Conservative plans for "patient's passports" is to be dealt a blow by the Social Market Foundation, whose report is expected to back the tax-funded National Health Service as the best way for providing care.

In its report to be published this week, the think tank argues that moves towards social insurance or subsidies for private healthcare would involve considerable "deadweight" costs and increase inequality in health provision.
