Lords block postal ballots
The House of Lord has blocked plans to introduce all-postal voting in four regions of the Britain for this year's European parliamentary elections.
Peers voted against the proposals by 169 to 111 and voted 157 to 110 to require postal voters to submit a witnessed declaration of identity with their ballot.
The result is a blow to the government, who must pass its European Parliamentary and Local Elections (Pilots) Bill before May's elections.
