A bid by Commons leader Peter Hain to start a debate on the third round of House of Lords reform has been thwarted by the opposition parties.

Conservatives and Liberal Democrats have refused to join the joint committee of MPs and peers suggested by Hain and Lord Falconer to discuss proposals for an indirectly elected upper house.
