The prime minister is preparing for a three-way summit in Berlin this week.

He will meet with German chancellor Gerhard Schroeder and French president Jacques Chirac.

At the three-way summit the prime minister is expected to lead on three issues - structural reform and competitiveness, combating immigration and moves towards military cooperation.
