The new Heathrow runway can only be built if passengers are charged £20 to drive to the airport and the M4 is buried in a five-mile tunnel, according to a Department for Transport study.

The toll and the tunnel are vital if the expanded airport is to be kept within European Union limits on nitrogen oxide emissions.
