Local government's leader is set to reject the prime minister's plans to give more "power to the people".

Sir Jeremy Beecham of the Local Government Association will tomorrow challenge what could be a key part of Labour's next election manifesto.

He will warn that ideas for "new localism" could end up "undermining the political process" and fragment delivery of public services.
