Ken Clarke returned to the Commons frontbench yesterday, to call for civil servants and special advisers to be controlled by parliament.

In a performance that wins favourable reviews, the former chancellor said a civil service bill should limit the number of special advisers by bringing them under parliamentary scrutiny.
