Mayor's manifesto threatens transport plans

Plans outlined in Ken Livingstone's mayoral manifesto will require extra funds from the government for long-term transport plans, according to a leaked memo obtained by Conservative members of the London assembly.

The mayor, who recently rejoined the Labour Party, pledges to increase the number of police and fire fighters in the Capital.

However Neal Coleman, one of his chief advisers, warned him in a memo that such actions "would increase the budget shortfall in the following year correspondingly and leave TfL [Transport for London] at a lower precept base".
