Ministers have confirmed that a "limited number" of staff from industry regulator the Financial Services Authority have been seconded to the Treasury to help prepare the government's response to the Penrose inquiry into the collapse of Equitable Life.

Policyholders said it was improper for the regulator to preview a report which was expected to criticise its own conduct.
