Gordon Brown is planning to use an economics summit to build broader consensus around his ideas for European reform.

The conference, to begin next week in London, will be attended by finance ministers and leading businessmen including Microsoft founder Bill Gates.

The chancellor will publish a report on how the EU plans to adopt a tougher stance on unnecessary regulation in order to encourage entrepreneurialism.
