Complaints against the press rose by 39 per cent last year, the industry's watchdog reported yesterday.

However, the Press Complaints Commission has rejected calls for newspapers to face fines for breaching the self-regulatory code.

"Almost all breaches of the code are the result of misjudgement or mistake, rather than a cynical contravention of its clauses," it said in a statement.
