Emergency terror plans are 'flawed'

Emergency plans to rescue passengers from the London Underground in the event of a terrorist attack must be improved, ministers said yesterday.

Transport secretary Alistair Darling said that the problems revealed by an exercise proved that alternative rescue plans had to be produced for areas such as the underground, which were difficult for the emergency services to reach.
