Jack McConnell has delivered an early blow to the home secretary's ID card plans by announcing that citizens will not need to use them to access health and education services in Scotland.

He said Scotland would not opt out of the scheme entirely but would restrict its application to certain areas.

The plan has also set alarm bells ringing in Dublin amid fears that the cards could restrict the free movement of Irish citizens in the UK.
