Rural merger unlikely before election

Today's FT reports that legislation to merge the existing countryside and rural affairs agencies is unlikely to come before the next general election.

Whilst rural affairs secretary Margaret Beckett backs the move, recommended by Lord Haskins in his recent review, the agencies are said to be resisting the merger.
