Wales could be 'poor Eastern Europe state'

The Welsh assembly is failing to stimulate the economy and risks it becoming the equivalent of a poor east European state, an academic has warned.

Professor Phil Cooke, an expert on regional economies at Cardiff University, claimed the assembly had "a local authority mentality" and had "attracted few top-calibre politicians and even fewer top-calibre civil servants".

He claimed that to have any impact, the institution needed the same powers as the Scottish parliament.
