Minister targets neon high streets

Planning controls are to come into force next summer that will stop restaurants being turned into takeaways and bingo halls and cinemas being converted into nightclubs.Planning minister Keith Hill said: "I want to see a vibrant mix on our high streets, not neon-lit theme-pub hell.
