Clarke gets low marks in first report

Education leaders have given Charles Clarke a mixed report on his first year as secretary of state.

Doug McAvoy of the NUT said the high point was getting the job but "it has been all downhill since then".

The NUT has warned that its members are also likely to boycott classroom tests for seven year olds next year.

NASUWT leader Eamonn O'Kane praised the standards and workload agreement but criticised Clarke's wish to see fewer teachers reaching the top pay scale.

And Margaret Morrissey of the National Confederation of Parent Teacher Association was even more blunt.

On high points she said: "I'm not sure there has been one."
