Summit cancelled over Mugabe dispute
A major international summit - due to be staged in London, opened by the Queen and addressed by Nelson Mandela - has been cancelled after ministers refused to invite members of Robert Mugabe's regime.
The Inter-Parliamentary Union, set up in the 1890s to promote world co-operation and peace, was set to hold next year's annual conference in Britain but the Foreign Office declined to break an EU travel ban on named members of Zimbabwe's government.
