Former foreign secretary Lord Owen has accused Downing Street of "corrupting" the intelligence services in order to prove the case against war with Iraq.

In a speech to the London School of Economics, Owen criticised the "matey, corner cutting, somewhat shambolic structure of Number 10's defence and security decision making."
