Norris targets white van man

Steve Norris would ban "white van man" from entering central London in the morning rush hour if he became mayor.

The Conservative candidate vowed to scrap the £5 congestion charge and make it easier for people to commute by car.

Meanwhile, mayor Ken Livingstone will today publish a six-month report on the impact of the charge.

The study will show that traffic inside the charging zone has risen slightly from the low point in the first three months but is still about 15 per cent lower than it had been.

Livingstone will claim the charge has delivered a £50 million boost for the Capital.
