Norris vows to scrap congestion charge

Tory London mayoral contender Steve Norris will today pledge to scrap the £5-a-day congestion charge.

Whilst accepting Ken Livingstone had attempted to tackle a real problem, he vows to scrap the charge as it stands.

His comments come as the mayor said he needed an extra £5 billion of public money to improve London's transport system.

He set out a spending plan yesterday which would require an additional £1 billion a year between 2005 and 2009.
