Britain could be forced to ban smoking in cafes, bars and restaurants under legislation being considered by EU health commissioner David Byrne.

The anti-tobacco commissioner told the politics website EUpolitix.com that "the less smoking there is in public, in public places, the better".

"My officials are working to try and see in what way we can bring forward policy that is directed at this problem," he said.
