Fear of prosecution blamed for rail delays
Unnecessary safety measures are causing severe delays and costing millions of pounds because rail managers at Network Rail are too wary of the threat of prosecution.
Network Rail admitted that train delays from signal and points failures are taking twice as long to repair than three years. It also revealed delays had risen by 80 per cent on average.
