Michael Portillo has cast doubt on Iain Duncan Smith's bid to relaunch the Tories' as the "caring" party.

He said the party needed to make a clear statement about its belief in public services.

"While I think the Conservatives have now fully recognised what it is that interests people, there is still a hankering to talk about the old agenda and maybe still a lack of complete conviction about talking about the new agenda," he said.
