The leader of the union representing senior civil servants has warned against plans to give ministers more power over official appointments.

Jonathan Baume of the First Division Association warned the prime minister's plans would see a return to "19th century cronyism".

He also argued plans to give special advisers power to instruct civil servants would turn them into "special executives".
