France, Russia and Germany will approve a new United Nations mandate for the US-led force in Iraq in return for handing greater control to the new Iraqi governing council and the UN.

"On the multinational force, there is pretty close agreement that there is one force and that force cannot affect the responsibilities of the coalition as occupying powers," one senior diplomat said.
