The chairman of the National Institute for Clinical Excellence (NICE) has warned that red tape and an obsession with safety could stifle the research and development of new drugs.

Professor Sir Michael Rawlings' warning came as new evidence revealed that the number of new drugs coming onto the market is continuing to fall.

Meanwhile the World Health Organisation has suggested that NICE should do more to distance itself from the pharmaceuticals industry.
