Clarke moves to win over rebels
The education secretary is set to announce new moves that could win over Labour critics of his policy on university top-up fees.
Charles Clarke indicated on Sunday that students from poorer backgrounds could be completely exempted from the new charges.
It has also emerged that under plans being drawn up by a government adviser, disadvantaged children could gain access to university places even if they have poorer exam results than their more privileged peers.
