A government agency set up to cut the cost of NHS agency staff could be boycotted by members of the Royal College of Nursing.

The RCN has raised concern about bureaucracy and has warned that plans to make it a special health authority will only make matters worse.

The agency, set up two years ago, has been heavily criticised by the Audit Commission and given a £10 million bail out by the government.
