The government has been accused of interfering in the work of the Audit Commission after demanding that top-ranked councils be downgraded the moment their standards fall.

The spending watchdog favours a "yellow card" system when services in local authorities rated "excellent" decline. But a leaked paper said "there was not a consensus in government about this".
