Chancellor blamed for civil service disputes

Civil servants are preparing for a series of strikes in protest at deadlocked pay talks.

The Public and Commercial Services Union has identified 10 sections of its membership where it says Gordon Brown is refusing to sanction settlements.

Over 100,000 public sector staff could be involved in actions affecting benefit offices, museums and Customs and Excise.

"The shadow of the chancellor has always been there," said PCS general secretary Mark Serwotka.
