The commissioner for public appointments has accused agriculture minister Lord Whitty of an "unprecedented" breach of the rules for public appointments.

In response, the minister said commissioner Dame Rennie Fritchie appeared to have been "drawn into representing interests close to the pesticides industry" by objecting to an appointment he made to a government advisory committee.
